In the Modern UI they say is should work, but the results can be sporadic from a user viewpoint. It's really easy to miss this vital point. Moving does work in my instance, but Folders can get iffy, and moving UP the tree requires File Explorer or the buttons.

I tested my system as I wrote this. SharePoint is mature enough that all of this should work flawlessly. I'm not sure why Microsoft left such gaping holes for users to stumble into.

Without actually seeing the user or having access, I'm not sure if I can offer any more than I have. I've thoroughly tested this on my system and it works. There are a ton of settings everywhere, and they're not always in the most intuitive places thanks again, Microsoft.
